Giant World Telecom, now, leads the way to a Police, Medical, Ambulance and Fire, countrywide emergency and non-emergency 9-1-1 telephone numbers, for the public, that would allow caller’s and citizens in the country to directly contact a single 911 dispatch emergency and non-emergency numbers, for help and assistance, in urgent situations. Depending on the call necessities, the emergency telephone numbers may be a single dial-in number for different jurisdictions within the countries. Typically, we suggest or recommend a three-digit or an easy to remember numbers that can be quickly and easily dialed out to reach 9-1-1 operators at the call center(s) in the event of emergencies. Some countries have different emergency numbers for different levels of emergency cases.

Generally, our goal is to create and integrate an effective 911 emergency system into a wider safety net of emergency communications and alert system by creating emergency communications that links citizens with call centers and other emergency services such as hospitals through an interconnected system of communications networks, and modernizing the 911 system and integrating new technologies, such as voice over IP, PSTN & mobile phones, instant messaging, short message service messaging, Wi-Fi, geographic information systems, GPS and video to allow the public to easily reach the emergency call centers.
We would make 911 networks to be part of a nationwide capacity that provides communications interoperability; that would be linked to all phone networks that would allow operators to receive citizen-activated calls for help or assistance; and the call center might be incorporated with emergency alert broadcasts to the first responders on the streets.
The governments can add to their legislations, a provision of 911 numbers to be programmed on every device by the carrier’s, prior to the device’s final sales to the public. These numbers, could be: 911, 999, 222, 112, 333 dialing codes or, could come in any numerical prefix that can be easily memorized or remembered by the public, as a common National emergency number to dial in case of emergencies. This would give caller’s unrestricted and boundless access and unlimited latitude and freedom to call from their fixed or mobile phones, providing them readily access number to report crimes, by reaching operators easily in the event of emergencies, without minding anymore, on the cost or depletion of their mobile minutes on outgoing calls, and consequently directing these calls to National Call centers to quickly help solve, stop and prevent crimes, thru prompted call interactive voice response (IVR) call mechanisms on Giant World’s enabled voice VPN communication and VOIP network trunking systems, which on programmed mode, redirects the calls to appropriate states, cities and communities where calls are sort, and dropping unnecessary traffic overloads at any one-point location.
To successfully support this program and expect high level of uninterruptability, every agency of the government should have standby generators, electrical transformers or back up power, to help power VoIP (Voice over Internet Protocol), to maintain active calls and rapidly bridge state, local and national 911calls in the event of power failures from the power operating centers or national power supplies, and, encourages call centers to use satellite telephone backups (although may be costly in most cases) in the event of network failures, or requires portable standby mobile cell towers, called COWs (Cell on Wheels) and COLTS (Cell on Light Trucks), as well as extra mobile radios to help re-establish communications at the national, state or local levels, in case of network or communication failures or to have standby mobile trucks, to carry communications equipment for radios, satellite or fixed landline connections in nearby towns and cities to readily prevent earlier attacks by criminals.
9-1-1 Operators
Giant World provides an IP PBX that serves as a Public Safety Answering Point (PSAP) or operative call center, responsible for answering emergency telephone calls for police, medical, firefighting, and ambulance emergency services. The Call centers are identified as a pivotal link in an end-to-end network of emergency communications, information, response, and post-incident care with trained personnel’s. Trained telephone operators are usually responsible for dispatching these emergency calls to first responder units at appropriate locations, sending high density emergency alert broadcasts or blanketed call blast, on mobile phones, walkie-talkie’s, short instant messages on every security personnel’s public or private cell phones or mobile handsets, and calls to police foot patrols officers or walkie talkie’s to police on vehicles, on every corners of the street and to every location of the emergency call.

A 9-1-1 new generation service is a vital part of any nation's emergency response and disaster recovery or alertness system that provides help to the public on emergency situations. We recommend every government to help mandate on every carrier to join in improving public safety in the country by encouraging and facilitating the prompt deployment of a nationwide and seamless communications infrastructure for emergency services.
911 Funding:
The government should provide a mechanism for funding the 911 emergency call service. The bulk of the costs for implementing the wireless E911 could be covered by the national telecommunications industry budgets of any country and by consumers, primarily as taxpayers at the federal, state and local levels, but potentially also as purchasers of wireless handsets and subscriber services, since some of the carriers’ costs for E911 technology may be passed along as price increases to the consumers on the sale of the device. Also, another common source of funds could be a surcharge on telephone bills collected at other local or state levels, or both. Alternatively, the carrier’s could provide 911 emergency call as free public service to the country, and could have immediate recovery costs thru minimum surcharges on any mobile device, prepaid or post paid SIM cards, VoIP or PSTN phones sold to the public, in form of sales tax, and, depending on arrangements, these carriers could be compensated by the Government at reasonable rates for participation in the program or services, thru many other corporate tax incentives offered by the government.
And also, the best solution for 911 call emergency, would be the provision of 9-1-1 or Citizen-Activated Emergency Calls, that would be for the Government to order every carrier to preprogram a 911 quick connect chip on every PSTN or Voip phones, GSM, or CDMA mobile device or on any SIM Cards that would enable callers to freely and automatically dial call emergency operators on tragedy situations, that would direct calls to respective regions of the country, where emergency is sort. The government should also mandate permanent registration of GSM SIM cards, to help curb untraceable use of mobile phones, which completely creates difficulties to identify the actual owners of the device.
Also, in partnership with the call centers, we suggest Government authorities to take a number of steps and initiatives to increase public safety and awareness, encouraging and coordinating developments of nationwide emergency call centers, and help in these operations to design and intensify stronger emergency call systems and establish transition periods to bring all nation's communication carriers and their infrastructures to national standards and compliance to a new national 911emergency call program, as a form of coordination, synchronization and collaborative hard work to reduce high crime rates, including high rates of kidnappings and armed robberies in many parts of the countries.

To deliver emergency calls more rapidly and effectively, the network carriers, including Landline, VOIP, Satellite or Mobile voice carriers and Public Safety Entities, routinely, should be mandated to upgrade their 9-1-1 network on regular basis, to include systems to automatically program and report the origin of telephone calls with associated owners or programmed locations of the 9-1-1 calls, made from both wireline and wireless telephone networks, a capability, by common language, called Enhanced 9-1-1, or E9-1-1, to helps trace, origin and location of calls from any telephone lines.
The Government should also, mandate and require wireless telephone carriers to provide 9-1-1 and E9-1-1 enhanced capabilities, where an operator or Public Safety Answering Point (PSAP) would view the caller ID (Automatic Number Identification (ANI) and Automatic Location Identification (ALI) of the caller, strictly, for purposes of call identification. Once this is fully implemented, wireless E9-1-1 will provide identity and accurate location for 9-1-1 calls from wireless phones, to be able to send dispatch personnel’s to appropriate calling locations, or to track down, on dissidents who would abuse the system.
